These practices worked because, over time, they institutionalized better ways of doing business that are necessary to capture the value of information and information technology. One element of the toolkit is identifying the practices critical to the agency s success that seem to be most at risk. This identification is referred to as diagnosis. To facilitate this diagnosis, the toolkit combines the above eleven practices into the following six higher-level groupings called diagnostic areas : Diagnostic Area 1 (da1) The importance of information management to the agency mission.
